The permit sits on the plate, not in the windscreen. Residents update it themselves when they change car — without calling anyone.
A digital parking permit is a plate registered against a specific apartment. Nothing goes in the windscreen and no cards are issued: the controller looks the plate up and gets the answer. Residents manage their own plates within the limit the association has set — two active resident permits per apartment by default — and a new car is registered the moment the plate is typed in, with nobody having to hand anything over.
Paper cards fall down, fade in the sun and get left in the other car. When the permit is tied to the plate it cannot be in the wrong place — and a control fee issued because a card had flipped over does not survive a dispute.
A new car, a loan car or a swapped plate takes a minute. Nobody has to catch a treasurer on a weekday between 9 and 3, and the administrator stops being the bottleneck for something that requires no decision.
Spaces belong to the apartment, not to the individual. Two adults with a car each share the apartment's quota — and the local administrator can raise the limit for the apartments where that makes sense without changing it for everyone.
A household can have several users with access to the same apartment, so both adults can edit plates and create visitors. New users send a request that the local administrator approves before access becomes active.
Tradespeople and service vehicles get a time-limited service permit with a required end time. It does not count against the apartment's quota, and it expires by itself — so a permit from last spring's bathroom job is not still valid.
On moving in, the resident signs up and requests access to their address. The local administrator approves, and who belongs to which apartment is settled once.
The resident types the registration number against the apartment. The permit is valid immediately and stays valid until the resident removes it — there is no renewal to keep track of.
When a controller looks the plate up on a round, the system answers that the car holds a valid resident permit. No fee is issued, and the resident never notices the round happened.
A new car replaces the old plate; on moving out the plates are removed or access is deactivated. If a resident moves to another apartment in the association, a move request goes to the local administrator for approval.
The default limit is two active resident permits per apartment, because that fits most housing associations. The local administrator can set a different limit — both generally and for individual apartments, if the allocation of spaces in your association is not the same for everyone.

Yes. The resident can swap the registered plate while the loan car is there and swap back afterwards. If their own car is on site at the same time, a visitor permit is often simpler, because it is time-limited and does not occupy the apartment's standing quota.
The plates are removed or deactivated so they no longer grant access. The new resident signs up and requests access to the apartment, which the administrator approves. For a move within the association there is a move request that transfers the link without recreating the user.
No. Residents manage plates and visitors from an ordinary browser on a phone or computer. That is deliberate: an app that has to be installed before you can register your car is a barrier at exactly the moment the resident has the least patience.
